    To strengthen the health system, the department needs to undertake a number of equally important initiatives. This includes the need to change health service delivery from a curative model to one that promotes cost-effective primary healthcare (PHC) as close to the community and households as   engineer and strengthen primary health care delivery, whilst within the education sector provision of school health services is a key component of the Care and Support for Teaching and Learning (CSTL) programme which aims to realise the educational rights of all children,
